Use Mexico for marginal jobs.
Many manufacturers in the United States -and elsewhere-do not understand
Mexico. All do know that labor is much cheaper in Mexico than in their
facilities. Many know the skill level is comparable. They should know
that if their industry is not labor intensive to a certain degree,
the savings from operating in Mexico are diminished.
Manufacturers use machinery and automation to save money on labor
and to increase productivity. When a prospective job does not fit
in to your business model it is deemed marginal or unworkable. Often
